Stacy Witbeck Receives 2026 AGC Culture of CARE Attracting Talent Award

Recognized for attracting talent in the construction industry by Associated General Contractors (AGC) of America

Stacy Witbeck has been honored by the Associated General Contractors of America (AGC) with the 2026 Culture of CARE Attracting Talent Award, recognizing the company’s commitment to inclusive hiring and long-term workforce development


The Culture of CARE initiative calls on industry leaders to create workplaces that are welcoming, safe, and inclusive. At Stacy Witbeck, that commitment shows up on our job sites where clear expectations, consistent training, and leadership accountability support a healthy environment.

In construction, we talk a lot about the complex infrastructure, stakeholder coordination, track and systems, stations, and structures that move communities forward, but who we invite through the door shapes our industry's future just as much as anything we construct.  

We've been really intentional about knocking down barriers and opening our doors wider. This effort includes targeted outreach to communities that haven't always seen construction as a path forward. Rather than relying solely on traditional recruiting methods, we also show up as a genuine partner to schools, workforce boards, and community organizations who are doing this work alongside us.


The impact of this approach is reflected in individual career pathways. Employees such as Katherine Fair and Cecelia Thompson advanced from pre-apprenticeship programs into trade roles, contributing to the Lynnwood Link Extension (LLE) project. 

Delivered under a Project Labor Agreement across three contracts (L200, L300, and L800), LLE employed 1,544 apprentices over five years, contributing 1,282,925 work hours and nearing a 20 percent apprentice participation goal. Of those hours, 20 percent were performed by women and 50 percent by people of color, which is measurable progress toward a more representative workforce.
