About the Project

This project is for the relocation and construction of the new LA-04 Pump Station outside the footprint of the new Port of Long Beach Pier B On-Dock Rail Support Facility.  

This effort is a critical component to the first phase of the Pier B On-Dock Rail Support Facility, a major infrastructure initiative designed to expand rail capacity, modernize freight movement, and advance the POLB’s environmental and water quality objectives. 

Need 

As part of an overall objective to improve efficiency, ease congestion, and reduce emissions throughout Southern California, this contract supports the expansion of the Pier B rail yard capacity from 82 to 171 acres, supporting the port’s goal of moving 35% of containerized cargo by rail. 

Work  

Phase 1 includes realigning the east end of the Pier B rail yard and constructing a new retaining wall along the 710 Freeway to accommodate the relocated flood control pump station.  

The scope of work includes wet well construction out of cast-in-place concrete with a CMU building on top, storm drain construction to reroute flows from the old pump station to new location, and storm drain installation using microtunneling, jack and bore, and watertight trenching. 

The scope of work for the new pump station includes: 

  • 20,000 CY of ground improvements 
  • 72” to 102” watertight microtunneling  
  • New pump station with four (4) 250-horsepower vertical turbine pumps 
  • Associated flow controls 
  • SCADA system  


Impact 

The project supports the port’s environmental objectives, including the Green Port Policy and compliance with stormwater quality standards under the National Pollutant Discharge Elimination System (NPDES) permit. 

This pump station relocation also aligns with the POLB’s FY 2026 Capital Program, prioritizing renewal and repair of aging water, stormwater, and utility systems. These investments improve operational reliability, mitigate flood risks, and ensure uninterrupted POLB operations.
