The East San Fernando Valley Light Rail Transit Line Project (ESFV) is a 6.7-mile light rail transit line running in the middle of Van Nuys Boulevard. The LRT line extends from the Metro Orange Line to San Fernando Road, connects riders with the G Line BRT route, and shares the road corridor with vehicle traffic.
Need
The ESFV Project will replace existing rapid bus service along one of the busiest bus corridors in L.A. County, establishing a new and distinct LRT line within Metro’s system. The corridor will build a foundation for future connections to Metrolink, the Sepulveda Pass Project, and the North San Fernando Bus Rapid Transit Project, extending public transit capacity to meet growing regional demand.

Impact
The project is a huge investment in the San Fernando Valley community. By introducing improved connections between key transit hubs Metro will enhance transit accessibility and connectivity to local and regional destinations and activity centers. As L.A. is known for consistent congestion problems, encouraging a shift from driving will help alleviate traffic issues and achieve reductions in greenhouse gas emissions.
Collaboration
Stacy Witbeck and Skanska are delivering the ESFV as San Fernando Transit Constructors (SFTC), a joint venture formed for this project. AECOM serves as engineer of record, with Arcadis and Mott MacDonald Serving as LACMTA’s construction manager.
Innovations
The ESFV is the first project in the country to receive funding through the Federal Transit Administration's Expedited Project Delivery (EPD) Pilot Program, which streamlines delivery of new fixed guideway capital projects and caps federal funding at 25% of total project cost.
